I don't think anyone believes that all dogs will be reported or even a majority but as it is right now trappers aren't required to report killing dogs. This is a small step in the right direction. It also puts a penalty for failing to report killing a dog so the guy will have to decide whether to risk it or not.
The USFWS determined that even with mandatory reporting of an endangered specie (lynx) compliance was only about 25%.
Once MN adopts commonsense regulations there won't be any dogs killed in legally set body grips.
