I looked at the DNR lake finder info on both lakes. Sarah has a nice population of Pike. Fair numbers and good size. Rebecca has no Pike reported in traps reports. So I would go with Sarah if Pike is your target. The lake map also shows a lot of good structure too. Looks like the water should be pretty cloudy, go with big spinner blades, and bright colors, or rattles traps. That's how I would start. Good luck.
I wouldn't get too hung up on the reliability of creel surveys of those lakes. conditions and methods might of not been optimum. I'd take the time and fish them both, when you can. That is the essence of fishing.
