"ID number required
ELS requires that Minnesota residents furnish a driver's license number, public safety identification number, or DNR firearms safety training number as proof of residency. Minnesota residents who do not have one of these identification numbers must obtain one before purchasing a hunting, fishing or other license from the DNR."
So yes, I'm sure you can.. you can even buy it online HERE from the DNR's website.
Even a BAD day of fishing is better than a good day of work; paydays excluded!
