North Dakota charges the same $35 for non-resident FISHING that Minnesota does..... I don't hunt, but here's North Dakota's waterfowl license rates North Dakota dnr

Even a BAD day of fishing is better than a good day of work; paydays excluded!

Who cares what they do & why they do it. It's all about the cash.
Just like canada, they want your $$ bad. I will not go,besides if a guy does some scouting there are many opertunities ,locally without spending the big bucks.

CK is right on this, its all about the $$, the people that should be complaining about this are the hotel/resort/hunting lodge owners who make a living on out-of-staters to fill up their lodges during the season. Those are the people who are hurt most when nonresidents get charged such ridiculous rates that they stop coming or are not allowed to hunt/fish for part of a season.

There is another motive behind this. Resident hunters vote in N. Dakota elections. Nonresidents don't. Upping fees & taxes that primarily affect nonresidents isn't anything new. When most states want to raise revenue but are afraid to ask their own residents for it, the first thing they do is raise taxes on hotels/motels, rental cars, sales taxes, etc. Fishing/hunting licenses are no different, they can charge more to nonresidents because they will still come and visit and fish/hunt but they don't vote.
